We arrive at Split airport at about noon and will be meeting my family at a villa in Razanj at 4pm. We will be getting our own transportation. First question, is there something like Uber or Lift in Croatia? Or will it be better for us to arrange transportation through Octopus? They have rented a van for the family so we will not be renting our own car. Also, is there anything close to the airport for us to see (and store our luggage) since we have a couple of hours?

Trogir is the obvious answer for something to do between the airport and Razanj.
Small but nice old town, plenty of options for a meal.
You can take the bus there from Split, it's 10 minutes by bus. Leaving your luggage
at Split Airport, then coming back to get it and go immediately to Razanj could be
an option.
Can't answer the question about Lyft/Uber options, but I can't imagine they don't
have some sort of rideshare product. But if you go back to the airport, you will
have all taxi/shuttle options at your disposal as well.

Yes- there is Uber in Split. An Uber ride from the airport into Split should run €30, while a taxi is €50.
