Why do the tours list the daily walks as 2-4 miles, 2-8 miles, etc?
Are the variations based on the group walking speed?

Depends on where the hotels are in relation to sights (they dont always use the same hotels) and sometimes changes in itinerary. And they give a range so as to give you an idea, without being exact.
IME, walking speed is always medium-fast. They cant slow it down or they will miss appointments (like with a local guide, or museum entry time).
