I'm working on an itinerary for next summer and need to figure out how to handle a rental car question. We plan to fly into Dubrovnik and work our way north, and our original plan was for our last night in Croatia to be in Plitvice, then moving onto Lake Bohinj and Ljubljana. Since returning a car across the border won't work, what do you recommend for returning the car after Plitvice? Is there a logical way/place to do this?

Unless you return the rental car in the same country, you'll most likely be hit with high fees to get the car hauled or driven back into its home country.
You might can take a bus to the next country after dropping the car off at a rental office.

I would look at dropping the car in Zagreb, then train or bus to Ljubljana, then pick up a different car when you head to the lake.
