Rental Car in Central/East Europe

Hertz, Budget, and Europcar all seem to have language that forbids rental cars in Bosnia and Montenegro. I can actually post the map that Hertz has with their rental agreement. Am I missing something? Any suggestions? At the very minimum, I'd like to pickup in Zagreb, drive through Croatia, Bosnia, Montenegro, and then drop off at Dubrovnik. Many thanks!

Such rules very well may apply, so don't try to do anything the company disallows. At the least, you wouldn't be covered by insurance, but also likely that you would not have the correct paperwork that customs officials would check at border crossings. A few years ago, I could not find a car from any major rental agency that could cross between Greece, North Macedonia, Albania, and Bulgaria. You'll have to shop around, and maybe try smaller Croatian suppliers.

These two items seem to be at odds with each other:

1st item:
Hertz vehicles cannot be driven into and/or dropped off in any African, Asian, Middle-East countries, any island,

2nd item:
You are allowed to take the vehicle onto a ferry with the following restrictions:

All standard driving restrictions apply. Please refer to "Driving Restrictions-Driving Abroad".

Customers are allowed to travel on all ferries as long as the Island/Ferryboat Travel Fee is purchased. If this product is not purchased at the time of the rental, you will be held responsible for all costs including repairs and repatriation of the vehicle and all insurances purchased CDW/TP/Super Cover will be null and void.

Island/Ferryboat Travel Fee can only be purchased at time of pick-up for € 2.50 (including tax) per day and a maximum of € 17.50 (including tax) per rental.
