We usually book online through Auto Europe, but Sixt seems to be the only choice for picking up a rental car in Split and returning it in Rovinj. (Yes, the one way fee is steep, but in this case, we don't have much choice)
Please let me know if you can recommend a rental car company in Split other than Sixt.
