Plitvice National Park video/photo fees

Hello,

I am putting together my independent trip to Croatia, Slovenia and Bosnia now and while checking the Plitvice National Park Website I noticed they charge an outrageous video/photo fee for which you supposedly apply for on their website ahead of time and must get approval. Rick does not say anything about this in his Croatia guidebook so I am assuming this fee is only for commercial purposes and does not apply for the tourist like me, who just wants to hike the park and take a few pictures along the way? If anyone could clarify this for me I would appreciate it and yes, I plan to use my video camcorder.
Please clarify

In looking at that site I would assume since it talks about closures and crew that it is for professionals. When I was there two years ago there were so many picture takers sometimes you couldn't get by on the board walks. Once I almost got my head taken off by a selfie stick and was teetering on the edge. Given my experience and the context, this makes the most sense to me.

You find the same kind of requirements for most US National Parks. As you assumed, they are for commercial photography.
