I can find train schedules thru either hzpp.hr or sz (slovenian train company) but no way to purchase online. I asked hzpp.hr and they pointed me to an international site thru deutsche bahn. This site also lists the same trains but doesn't allow purchase of these tickets. Is it not possible to buy international tickets online? If so, can I buy Rijeka train tickets inside of Croatia but not (yet) in Rijeka, from a different city train station?

If I remember correctly, the only way to purchase train tickets from Zagreb to Ljubljana is to buy them in person. So that is probably true of your trip. The train isn’t popular in the Balkans so I wouldn’t be too worries about tickets selling out or anything
From the Man in Seat 61 (for the opposite direction)-
Bought at the station in Ljubljana, the Ljubljana-Rijeka fare is around €17 one-way, €27 return. Advance reservation isn't necessary
for Ljubljana-Rijeka trains, so you can buy a ticket at Ljubljana on the day & hop on, this will be much cheaper than buying a ticket from outside Slovenia. The ticket office at Ljubljana is easy to find and English is widely spoken.

If it was necessary to secure tickets way in advance for trains they would be useless. You can pretty much always buy tickets up to the moment of departure. The major reason to buy tickets in advance is that this sometimes permits you to save some money. I once travelled from Split back to Switzerland just buying tickets on the go. In Split I bought a ticket to ljublijana, in Ljublijana a ticket to Venice etc...
