Will you have a car?
I only passed by the area when in the Kvarner islands, but I would definitely have Premantura on my list for beaches.

Have you been to Croatia before--you know how the beaches are (rock and pebble primarily), yes?
I also passed by some beaches between Lovran and the ferry port of Brestova that looked gorgeous.
Once you have your itinerary planned, I would post that to get suggestions of nearby beaches.
The hill towns seem to get all of the attention in Istria, along with Rovinj--happy travels!
