On an episode of MNT a couple years back there was a guide speaking about Istria during the january festival. It was either last year or the year before. She was talking about her favorite seaside town to visit for vacation. Does anyone remember that & recall what the beach town was?

I don't know which town that person was referring to, but I can make some guesses:
Most likely, Rovinj. It's easy to see why - like an Italian hill town on the edge of the sea (or like Venice turned inside out).
Other potential "my favorite seaside towns" could be Koper, Portoroz or Porec. Maybe Pula (if they raved about a Roman coliseum, that's Pula - I actually liked their coliseum better than the more famous one in Rome, because I had it pretty much all to myself). Opaija also has its charms. I'm sure some of the other seaside towns are nice, too.
