I may be able to go to Rovinj, Croatia to visit a friend the first week of August. My question: is this a good time to go? I worry that it will be too hot and too crowded this time of year.

Hot & crowded in August ten years ago, still worth it.
Besides, Philosophy 101, grab every chance to travel.
