IAD to Croatia-luggage size limits on Air France

We're flying from Dulles airport to Croatia on a Delta codeshare flight that's operated by Air France, which has stricter size limits for carry-on luggage and personal items than Delta's. Which airline's limits would apply in this situation, and if it's the stricter limits, any thoughts on how rigidly they would actually be enforced?

Air France. The restrictions are based on the airline & also aircraft you are flying. Expect it to be enforced. You don’t want the surprise of having to check it in last minute and paying a punitive fee for it.
