Dubrovnik airport to Kotor

I think your only option for bus service is to take a bus from the airport north to Dubrovnik, then catch the bus south again to Kotor, which will add a lot of travel time. You can probably find a shuttle service to take you for under 100 Euros. Check the Dubrovnik airport website for a few options:

I drove from Dubrovnik to Kotor with my rental car - very easy actually.

I had my accommodation in Kotor arrange a driver.

I suggest you google transport services in Dubrovnik as well as Kotor. There are numerous companies, you can just send inquiry and see who gives the best offer. I don't suggest going by bus if you don't want to spend hours at the border crossing.
