We are fastpass members at Budget, and do most of our international car rental through Budget or Hertz, depending on the cost.
In Croatia, we used Sixt. They were very friendly and cheaper than any other rental companies.
We rented for 2 weeks in 2015, driving through Croatia, Slovenia, Montenegro, and Bosnia and paid $250 US for the 2 weeks.
