Can I exchange US Dollars for Croatia kuna? Where?

I plan to take a few US Dollars along to Croatia,
but can I spend them?

Or where could I get a fair exchange rate?

Or should I leave my bucks at home and just use the ATM?

Are ATMs readily available or do I need to search for them
Is Zagreb, Split, Dubrovnik? How about Plitvice Lakes ?

David has you on the right track. See also http://www.ricksteves.com/travel-tips/money. ATMs are all over the city centers. In Plitvice, the park hotel has an ATM and most park concessions accept credit cards, but you still may want to stock up at an earlier stop.
