I know that tips are included for guides and drivers, but what about for housekeeping services in the various hotels along the way? We are on the soon to depart Bulgaria tour and we want to factor this into our ATM withdrawls.

We were told on our most recent of 3 Rick Steves tours that housekeeping receives tips via the company; that you've already paid it. I remember housekeeping being brought up as they said they really respect the work they put in behind the scenes and often are forgotten by guests in general. (But can it ever hurt to leave a little extra? That's me asking.)
Tipping the guide/driver is a no. They've made that clear and it's been discussed repeatedly.

It’s included and I trust the company to tip fairly so it has never crossed my mind in 3 tours to add an extra tip for housekeeping over and above what the company gives. You sound like a considerate person to have asked the question :)
