Travelex Insurance

I have been cruising for over a decade, always buying travel insurance, but have never had to file a claim until this year. My husband and I were disembarking from an Uber at JFK airport when someone grabbed his backpack, which contained his passport. We decided we would still try to board the ship, but, of course, we were denied. We did file a police report when we got home. We even located the address where the backpack was because it contained an iPad. Nothing could be done because it was a large apartment building. Travelex is refusing the claim, saying the insurance terminated once we were unable to board the ship. I have been back and forth with them for months. Has anyone else had this experience? Do I have to go to the Better Business Board or my state's Bureau of Insurance?

You first have to read and comprehend every word in the insurance contract. The policies that I buy typically include covering ground transportation to the point of departure. Did Travelex issue the policy, or are they just the marketer? If it had been me, I would have called the concierge service provided by the policy immediately after the incident occurred.
