Of course you can also use the miles as a cash reward to pay down anything you charge on your account.
You are missing a key factor in your planning. You can book United through Turkish Airlines mileage plan and you can book Delta through Flying Blue. When considering airline miles transfers just don't think of the actual airlines, make sure you consider their alliance members as well.

If you can meet the spend to get bonus points, then consider what card(s) you want to get
in terms of which bonuses will help you the most. You could just as easily get a United or
Delta card thru Chase or Amex.
In general, the points from Cap One (they are not the same as miles from the airlines, as
Cap One only give them a cash value when you redeem through them) have the most
worth when you transfer them to a partner, as has been discussed above. Given that,
unless you see a niche as Carol has noted where booking through an alliance partner
is a better deal, getting the miles straight from the airline is probably a more strategic
move if your goal is to get them on a US carrier's plan.
Just a note that if you're planning on using the Capital One rewards "miles" as a statement credit (instead of using them in their travel booking portal), they can only be redeemed for travel expenses, unlike the Chase Sapphire rewards, which can be used for any purchases.

My favorite CC is the Chase Sapphire Preferred (the less costly one). I would steer clear of the Reserve, they recently raised the price, and it is not worth it for most people, certainly not for me.
I also have an AMEX Platinum that just raised the annual price to $895, a $200 increase. Oh, they added $1600 in new rewards, but I literally only have use for about $60 of that. I was on the fence about the value of the AMEX card before this, and I am almost certain I will drop this card next year before my next renewal. I get very little bang for my buck on any of the rewards...RESY is useless, I already fly business class thus I get lounge access anyway on international flights so I have no use for the lounge benefit with the card (I do very little domestic flying, maybe one trip a year). The best AMEX Plat benefit for me is 5X points on airline ticket purchases from the airlines, and since I buy business class for our 2 or 3 international trips a year, I get a huge points bump, but otherwise the points rewards are mediocre on all other purchases and I am actually losing money with the sky high annual price.
