I have a capital one account and debit card (mastercard) I use exclusively for my foreign travel to avoid foreign transaction fees. My card was denied when booking my delta flight for 2024 and now again for 2025. Traveling from US to Europe. I didn’t keep detailed notes last year but feel like it was denied for a few small purchases as well. Anyone else encounter this same issue with capital one? I called after my transaction for my flight was denied, and still it was denied when I tried to purchase a second time so I wound up purchasing with my card from a different bank that will charge me the fees.
Now in trying to purchase a second flight, this time within Europe on Ryanair has been declined. Starting to rethink if capital one should be my go to but I would prefer to not have yet another account to manage.
I would never use a debit card for transactions like those. Only for an ATM withdrawal.
Do you have a credit card? What "other" card that you used charged you "fees"?
We use a Capital One credit card to book international flights, tours, etc. it’s never been declined but we usually have to complete an extra verification step before the purchase is completed (they text us a code to input). Are your communication details correct in your Capital One account? Maybe you’re not receiving an extra verification step? Strange you still had problems after calling Capital One about the issue.
We also have a Capital One Mastercard debit card that’s tied to a checking account (used for international travel only). We’ve haven’t had any problems using it in ATM machines in various European countries (no declines, no surprising fees, etc). Haven’t ever used it to make a purchase in a store or online though.
To clarify as your other respondents asked: you have only their debit card, correct?
Until my last trip my Capital One credit card was my backup card (only for travel) because my Delta AMEX isn't as widely accepted.
I was able to easily set up their debit card online (took a week or so to come by mail) and linked it to the same travel-only bank account I use, for payments.
Do you have the option of getting their credit card? Just a thought, if you have time to try it before purchasing plane tickets? It's been very reliable through the app.

I have had 3D Secure authentication applied to foreign purchases when using my Capital One CREDIT card - this includes purchases made while still in the States. It may also be applied to larger online domestic purchases. Depending on how your account is set up, you may not be receiving the authentication prompts.
How much cash do you keep in you Cap One account? A large purchase might be declined if there isn't an excess of cash above the purchase amount.
At any rate, please use a credit card for purchases as save the debit card for cash withdrawals at bank- owned ATMs. Cap One should be happy to issue a credit card with no foreign transaction fees. I've used mine on several recent trips without issue.
As a side note I believe that credit cards may offer additional consumer protection. So for large purchases like international air fare I would suggest using one. If you like or need the discipline of the debit card then just put the CC away after the purchase and pay the balance off promptly from the account linked to the debit card. The credit card also can serve as an emergency back up when traveling. Unless you have multiple debit cards for different accounts I would want at least one back up.

The “other card” I am referring to is my primary, I use Chase for my day to day banking and I have my credit card with Chase. My accounts through Chase charge foreign transaction fees.
Delta is not charging me the foreign transaction fees but Ryanair will. The point is to avoid transaction fees and charge all travel related booking to the capital one, for ease of tracking trip costs.

I too have received the extra verification step, and even with that, one of my lodging transactions was declined. I’m not sure the purpose of the extra verification step if only to decline after :-/
This lodging I ended up charging to my day to day credit card and alas foreign transaction fees. I experienced no issues in the past using the ATMs in Europe with the capital one card and I only use bank owned ATMs

I do not have a credit card with capital one. Yes I could always get another credit card but was trying to avoid, and was curious if anyone else here had experienced similar issues.
At this point my flight is booked, and I’m glad I didn’t wait because prices for the Delta flights have since gone up $300/pp

I have both a Visa card and a Master Card debit card and have not run into this issue. A quick glance at the daily limits for the 360 checking account, required for the debit card, are noted below. It's possible your series of transactions tripped the daily limit or their fraud bot got irritated when you tried to charge again. It may merit talking to them again about what happened to see if there is a straightforward fix.
I don't know if this applies to your situation, but I recently learned using an AMEX card that pending transactions tie up your credit limit for a number of days. In my case I had a glitch when trying to purchase tickets on the Delta website (their website stinks). The ticket didn't go through, but still showed as pending at AMEX. There is no way to undo this but to wait until the pending charge disappears (Delta was VERY slow in doing this). So I had to do the same thing as you - put my flights on a different card.

They reported fraudulent use to Chase and I needed a new card sent and two calls to their fraud department with detailed questions like when does my state barber license expire (I don’t have one), 20 minutes minimum for each call.

Yeah I’ve experienced similar with Chase, unrelated to my Delta purchase though. What a hassle it made having to update all the connected accounts on autopay
My Capital One Visa card has had enough rebates yearly for one to two flights to Europe. And I use it for personal expenses like car and homeowners' insurance.
A couple of weeks ago, we used the card to apply for the United Kingdom's ETA--authorization to get into the country. We were to spend 1 night at Gatwick Airport before flying to Budapest. Capital One processed my wife's first ETA. But when she had to go in 5 minutes later to process my ETA, Capital One locked up my charge card and rejected the transaction. I had to ATM the transaction.
I had to jump through hoops to get the card reinstated including sending them a picture of my driver's license. Someone from the fraud department called me for a phone interview before the card was opened up. And this was over a $15 charge to the U.K. that was legitimate.
We are still in Europe and have changed over to a Fidelity Visa card that pays 2% rebates to my investment account. Adios, Capital One.
None of our credit cards charge a foreign transaction fee. We never use our debit cards for anything but ATM cash withdrawals because they connect to our financial accounts, therefor, riskier. We have a Charles Schwab account that is used only for cash withdrawals only while traveling. We also have our credit union's ATM card, which we avoid using while abroad. We don't like to use it because unlike the Schwab card, it does charge fees and also, it connects to our bank accounts.
On our recent trip, we were happy to have ATM cards for two financial institutions, because somehow the Schwab account was hacked and the account (with a relatively small balance) was drained. Schwab did investigate the fraud and money was redepositied into our account about 30 hours later.
We also like to have VISA, AMEX and Mastercards. We rarely have difficulty with our VISA cards, often places will not accept AMEX, and have had occasions that the Mastercards were not accepted.

Maybe the added security is a bit too good - requiring a travel notification might result in fewer blocked transactions...
More likely CapitalOne saw 2 transactions with identical costs within a few minutes, and flagged it as a duplicate transaction. It has happened to me and I just called CapitalOne and the transactions went through.

I have Capital One debit card but I only use it as an ATM card overseas. Any purchases are made on my credit cards.

The fees I was referring to related to my Ryanair tickets are the foreign transaction fees charged by my credit card with Chase. Although it is also worth mentioning I noticed they wanted to charge me in USD assuring their conversion would be the best rate at 1.11 … knowing the exchange rate was just below 1.05 I opted for euros allowing Chase to convert and paid 1.05, so the difference here will more than offset the foreign transaction fees but still not happy to have to pay them.
I've never flown RyanAir, so I have no idea whether this is a significant charge.
Good catch, I didn't even notice that after all the other fees. Looking at the receipt from Ryanair, aside from the upgrades I added, there is a “payment fee” of €8.65 so it was about $9
I'm super surprised to hear that there is a foreign transaction fee with Chase. I've been able to acquire a handfull of credit cards with no foreign transaction fee.
I shouldn't be surprised that RyanAir would charge about $9 for credit card use or is that a handling fee regardless of payment type?.
