Barcelona, Spain Arrival Complimentary Ride on RODALIES

We took a RENFE long distance train from Madrid to Barcelona. Thanks to Rick Steves 2015 pg. 153, we were entitled to a complimentary ride on Rodalies train from the Barcelona-Sants train station to the El Born District. Look for a code on your ticket labeled Combinat Rodalies or Combinado Cercanias. Go to the red-and-gray commuter ticket machine, touch Combinat Rodalies, type in your code, and the machine will print your ticket. Apparently it works 3 hours before and after your long distance train.
The only glitch with this GREAT complimentary ride is that for a month in France, we kept asking the ticket agents if we will get a FREE transfer ticket after our long distance train. Their answer was a polite, "Non".
Does anyone know if this is only a Spain offer?

There are similar 'offers' in some German cities, where you can take an S-bahn to get to or from a long distance train without an additional ticket. I'm not aware of anything similar in France, but I can't say I've been to every French city 《g》.
