The war never ended and relations between the DPRK (north) and ROK (south) have ALWAYS been tense. I chalk-up the latest events as SSDD (same-stuff-different-day) and a whole lot of exaggeration and hyperbole by the press. There's no question DPRK leadership is unstable but that's been the case for almost 25 years.
Book your trip and purchase cancel-for-any-reason insurance. Additionally, when travel advisories are issued by governments, the airlines usually waive change fees.
If you do go, book a cultural tour to the DMZ (JSA) - it's quite a sobering experience and should not be missed.

It may not be possible to tour the DMZ at this time. I was in Seoul in 2009 and had booked a DMZ tour. The night before the tour, I received a message that said that the tour was canceled for "political reasons." I expect that there are currently many political reasons that might prevent tours from happening.
That could be true. It's good to know so I can plan a backup tour to replace it.
