When you say Quebec region, do you mean the whole Province ( which is huge) or do you wan the Quebec City-Montreal corridor?

susy,

A close match to "Rick" style tours is Insight Vacations as they also feature smaller groups of about 40. They enforce that number by actually removing seats from the bus. THIS TOUR is the closest one I could find to fit the destinations you want.

You might look at Road Scholar to see if they have anything of interest to you. They also have around 24-28 on their small groups. They have excellent guides, have tips included like Rick's tours, have no stops for shopping, are precise on what the tour covers, don't have optional tours for the "good" things and have an interesting group of participants. They often have more meals included than Rick's tours do so that can be a plus or a minus, lol.

I did not do a search to see what might be available but their search function works fairly well.

I've not done Canada with them but I've done 11 programs with them - 6 international ones and 5 US activity based ones. In Europe I now pick either Rick or Road Scholar based on itinerary. I've also done 11 Rick Steves tours as well.

They do have discussion forums but they are pretty terrible. If you have any questions in general about Road Scholar I'm happy to share my experiences.

Classic Journeys is highly rated and they offer a Quebec Tour. Very small groups and very high quality tours.

I have been to Quebec City and Montreal. Both cities are easy to do on your own. Do your own research and buy a guidebook.
