The last time we picked up a rental car in Phoenix we had to wait a while for a bus to take us to an external pickup location and spend a while in line there.
Do any of the rental companies have pickups right there at Sky Harbor airport or is their any easier way to pick up a rental car?

There is a Sky Train now, rather than the bus. In our experience, Alamo is consistently the quickest provider. The lines at the other rental companies can be horrible.

The free SkyTrain will take you to the MASSIVE all in one rental car center which is actually off the airport. Get the train on the arrivals level, so if you have to get luggage first, you will have to come back up to get the train. Take it in direction of rental car center. It typically stops at another terminal, then 24th street parking lot, and finally the rental center. So it can take 10 or 15 minutes to get there. Once there, follow the crowd into the massive lobby with all the car counters. In our case with avis preferred, we just go all the way to the right and down escalator to bottom floor and straight to car. Returning is pretty much the same, just don't be confused because they still have the lanes and signs for the old bus system. Just get on the tram and be sure you know what terminal you are headed for.
We were Sooo glad when the old busses finally got replaced by the train...
