Inexpensive and Vieux Quebec are a non-intersecting Venn diagram. If you want to stay in Old Quebec in tourist season, you will do very well to pay less than $400. It is worth the splurge though.

This was a nice hotel where we stayed several years ago.
I really liked Le Priori in the lower town when I stayed there in spring 2024. Nice modern room with very comfortable bed in an old, modernized building. Though being in the lower town you will need to walk up a steep hill or many stairs to get to the upper town.
I stayed at Auberge Place d' Armes several years ago, and loved it. Great location near the Chateau in Old Town, and has a cute little restaurant in house. The price was in line with, or better than, other hotels in the area.
Did you check Booking.com? Hotel Palace Royal Center is well located between the Citadel and the restaurants of St Roche. $805 for 3 nights including a Friday in September
