I have an international flight at JFK that arrives after midnight and the domestic connection leaves around 8 am. Many of the people I’m traveling with have never been to NYC and I was looking for a night tour that we might be able to do. Preferably one that doesn’t break the bank. Suggestions?
I cannot imagine what would be open between ~130AM to ~6AM, other than bars, hospitals and fire & police stations.

Just the lights of the city. I’ve been to NYC in the past and sometimes just seeing the skyline and the lights is enough. The private tours I’m finding are expensive, so I’m trying to brainstorm some ideas.
The first time we went to NYC our airport car service asked if we wanted to take the scenic route to the Upper West Side from JFK, we said yes and had a spectacular trip in at around 10pm at night complete with commentary. Try some car service companies - cruising Manhattan in a limo after midnight would be an unforgettable experience.

Im a fan on running into town on a long connection, but can’t imagine wanting to do anything but sleep on a bed and have a nice shower on an overnight layover for a two day journey.
As long as you don't go through some neighborhoods.
It IS the city that never sleeps, but there probably aren't specific tours between midnight and 8 a.m. Even the Empire State Building observation deck closes at midnight.
Your best bet might be to get order an Uber to drive you around, or find a hotel rooftop bar and enjoy a drink while looking at the lights of the city.

This is what I was thinking. I also discovered that the Staten Island Ferry runs all night, is free and we could get a night view of the Statue of Liberty.
