Mexico - beaches for boogie boarding

I’m looking for recommendations for good beaches in Mexico for boogie boarding. Someplace close to one of these airports: Cancún, Ixtapa/Zihuatanejo, Loreto, Los Cabos, Manzanillo, Mazatlán, Puerto Vallarta.

This would be our (2 adults, 2 teens) first trip to Mexico. We would go in June for up to two weeks. We went to Costa Rica last summer and enjoyed our time on the coast. We like smaller towns. Open to resorts, apartments and all-inclusives. Lodging budget: $300/nt. Anybody have any favorites spots?

We stayed at Paradise Village Resort in Puerto Vallarta. Of all the beaches in Mexico which we have visited, Cabo, Cancun, and Acapulco, this was the only beach for boogie boarding. Our kids were out there daily!

Acapulco is not good with the drug cartels these days. Puerto Vallarta and Cabo are probably OK. Cancun has had some problems, but it may be OK.
