In July, we really enjoyed our 5 nights at the Sylvia in Vancouver.
A couple of questions to possibly guide answers.
Your price per night? Will you have a vehicle?
I’ve never stayed at the Sylvia, but it is a very popular hotel for people visiting from Vancouver Island. Some have been going there for decades. Very highly recommended.
We have had a great stay at the O Canada House in Vancouver. In Victoria we like Abigail’s as well as Chateau Victoria.
Just spent the weekend at the Listel Hotel, https://www.thelistelhotel.com/. It's on Robson street in the middle of the shopping district. Very convenient. Quite nice. Very comfortable room.
Slightly high end in Vancouver is the Sutton House, nice hotel in the centre of things, convenient for the cruise ship terminal, shopping, Robson Street, etc. Beautiful rooms and facilities. They currently have a sale if you book now. Some friends swear by the historic Hotel Vancouver. And have heard good things about the Sylvia for years. It is on English Bay so not so central to downtown.
Also recommended is the YWCA Hotel/residence. Again right downtown, close to Canada Place (ice hockey) and the Rogers Arena (football and soccer) No restaurants on site but lots in neighbourhood.
My usual hotel in Vancouver is the Sutton Place, although it's a bit pricey - https://www.suttonplace.com/vancouver (unfortunately I no longer get a corporate discount). As another reply mentioned, it's fairly centrally located to the downtown area, and within walking distance to some good restaurants on Robson Street. It's also close to the Pacific Centre Mall and Skytrain stations.
Another hotel I've used, especially for concerts at Rogers Place is the Georgian Court Hotel - https://www.georgiancourthotelvancouver.com/ .
I have relatives in Victoria so don't really need hotels. However I was going to stay there and wanted to be close to the harbour, I'd probably stay at the Fairmont Empress Hotel.
I did have to stay at a Victoria hotel for a special event a few years ago, ant this is one of the best - https://www.oakbaybeachhotel.com/ . However it may not be as convenient if you don't have a car.

River Rock Casino Resort. Very nice hotel with pool and rooms with view of river. Close to airport with sky train and bus station nearby to visit downtown Vancouver, Richmond (great selection of shopping and food) or easy transfer to the BC Ferry in Tsawwassen to go to Victoria. There are decent restaurants in the resort if you are too lazy to walk. You have a chance to win money in the casino to pay for your trip. OTOH, if you lose your money, you can eat a $1.50 hot dog and soda at Costco. If you had planned trip a month earlier or in the summer, you could walk to the Richmond Night Market.
