I arrived from Mexico yesterday through the International terminal at LAX, as customs and immigration was closed in terminal 6. Many flights had arrived along with flights from somewhere in Asia. I didn’t see any wellness checks. I was asked prior to boarding my flight in Mexico if I had been to China in the past 14 days. It was very apparent that not all on my flight were asked though. My travel companions were not.
Several Pilots heading out via crew lines had masks on. Some staff in the Customs and Immigration had masks on as well as gloves. A CDC official I met on the airport shuttle 9 days ago said passengers with a recent travel history in China were flagged automatically for a wellness check. Not sure how the logistics work!
Bradley Intl Airport = Hartford, CT, not LAX.
Regardless, China, Japan, S Korea are the countries that are being given extra screening - so not Singapore, Taiwan, Malaysia, Thailand.

Bradley international terminal at LAX. If any traveler from Singapore, or anywhere had recently been in China, they would be flagged for screening.
LAX, and TBIT in particular, have always been a mess. Do your best to avoid.
If the traveller has been in China, yes. If the traveller only went to Singapore, then no. Currently, Level 3 is for China, Iran, Italy, S Korea (my company has expanded that to include Japan). https://www.cdc.gov/coronavirus/2019-ncov/travelers/after-travel-precautions.html
