Is the US Postal Service delivering airmail holiday cards to New Zealand?

I've read this and it seems to be yes, despite many media outlets Down Under (Australia also affected) reporting otherwise. Tried calling the local post office, and 800 number, but can't get a person or leave a message.

https://about.usps.com/newsroom/service-alerts/international/ Then click on the update box for November.

"New Zealand’s service disruption affects Priority Mail International® (PMI), First-Class Package International Service® (FCPIS®), Commercial ePacket (CeP), International Priority Airmail® (IPA®) packets, International Priority Airmail® (IPA®) M-Bags, International Surface Air Lift® (ISAL®) packets, International Surface Air Lift® (ISAL®) M-Bags, and Airmail M-Bags."

I don't think any of the above is a standard letter, but not really certain. And yes this is travel related, I am keeping in touch with someone I met on a tour.

Reads like it is a USPS decision...and I would assume that those are priority mail services (rather than standard mail) that they can no longer guarantee any priority. Below from NZ Post very similar to above:

Deliveries from the United States
Please be aware that the United States Postal Services (USPS) has currently suspended mail services to New Zealand effective from 04th October 2021 due to ongoing COVID-19 operational restrictions and transportation challenges.

It's definitely a USPS decision, google Louis DeJoy for background on USPS service cuts. I never thought a contributing factor to retiring overseas would be access to international mail service. FYI: there was international mail service to NZ in 2020 for the holidays, so the covid explanation for suspending delivery is false.

Yes, it looks like all mail to NZ and Australia was suspended for October then partial restoration was made in early November restoring regular letter mail. The update certainly could be clearer, M-bag, ISAL, and the rest are not terms I am familiar with.
