I am a US citizen living permanently in the Netherlands. I have insurance here. I will be traveling back to the US in September. Does anyone know of a company that offers temporary health insurance, including medical evacuation (US to the NL), in the US?

When you find policies you like, search for recommendations from people who actually filed a claim. Reviews from people who never needed to file a claim are useless to you.

You could have a look at this - https://medjetassist.com/ . They transfer injured travellers to the U.S. and I'm assuming they can also fly in the opposite direction.
You could also check with local travel agents or insurance firms in the Netherlands for travel medical insurance. Many policies will provide repatriation "if medically necessary". Depending on the overall condition of the injured party, using commercial flights is also an option. There was a recent example in this area where a commercial flight was used for a stretcher patient.
