Is the Windsor Hotel in Cairo open? If so, is it recommended?

I have been to Egypt twice and didn't stay at the Windsor, did the Nile Hilton (near the Egyptian Museum) and the Marriott.
Windsor gets four stars on TripAdvisor. I would not stay at a hotel in Egypt that wasn't at least four stars.
Why not compare with others like the Ramases Hilton?

I ask if it is open because they were undergoing serious renovation because the metro was being built under and next to them-

We stayed at the Fairmont on the Nile, views of Giza and Pyramids.
