Corridor du Littoral Quebec City?

I have not ridden it, but I've never seen a public bike path that's not a public good, available to everyone. There should be no fee for using it. If you need a larger or paper map or any other assistance, I would also highly recommend stopping at the visitor's center while on the ground. The people there are very helpful and can get you any maps, pamphlets, advice you may need. It looks like you can also order the maps online and have them sent to your home address ahead of your trip.
