There's frequent buses into town, but after the connection, the bus down to Santos is only a couple times per day. Figure about twenty-five bucks, maybe thirty. I don't know how long it would take, even with perfect timing.
It's about an hour and a half drive. Wild guess for a taxi is under one seventy-five but not by much.
Watch out, the last time I was in Sao Paulo was almost three years ago.

The best way to go to cruise terminal is the take taxi from Sao Paulo International airport. One way trip will cost around $100. There are also, super shuttle service between airport to the cruise terminal. You can check this site http://www.aeroportoguarulhos.net/en/ for any further information.
