We are on a river cruise stopping in Belgrade, Serbia, Bulgaria & Romania.... most tours are inclusive so we'd only be buying souvenirs; do these Countries accept Euros? Otherwise we'll use credit cards.

If they take euros it will be at a disadvantageous rate. Using a credit card would be the better oprion
I do know this but some vendor don't take credit cards and I wanted to know if they do take Euros!
Some very touristy places might, but at a bad conversion rate. In other words, your lunch priced at the equivalent of US $20 if paid in local currency might cost you the equivalent of US $21.50 or a bit more if you paid with euro currency. Government-run sites tend not to accept foreign currency.
In that case I think the simple answer is that some will accept euros and some won't. The exchange rate won't be good, but none of the countries you mention are known for being expensive so it might not matter that much.
