Need a date, or at least day of the week, to provide accurate information. Also
details like where you are coming from (if immigration applies), plane or train,
checked bags or carry-on, etc. All those details matter as to when you actually
get out of the airport and can access ground transportation.
Trains have different schedules on weekends, and buses run different schedules
on different days of the week sometimes. Seems a bit too far for a metered taxi.

I recently flew into Charleroi; you must be flying Ryanair.
You would have to take the Flibco Bus (outside the Charleroi Airport) to Brussels Midi Train Station and then take the train to Antwerp. The buses run around the clock and there are plenty of trains from Brussels Midi going to Antwerp.

You can take a bus every half hour to Lutre, where you can board a train all the way to Antwerpen.
