Don't buy an Eurail Pass.

Trains in the Netherlands and Belgium are mass transit. On some lines in the Netherlands trains run at higher frequencies than the Los Angeles Subway. Local trains in Germany are mass transit as well.

You just buy tickets as you go. In The Netherlands you can also just use your CC to tap in and out when travelling by train. In Belgium there is a 10 trip card you can buy (And that you can share with someone else if you want), that makes train travel good value.
For local travel in Germany it is usually convenient to buy a local day pass.

None of these trains require you to buy tickets in advance. Again, this is as trivial as riding the Subway.

The only trains you should book in advance and the Amsterdam - Cologne, and the Cologne - Brussels trains. Those you best book on www.bahn.de

A good website to learn more about train travel in Europe is seat61.com
I strongly recommend you explore that site, everything you need to know is there.

Note that while Cologne is a great visit, the scenery is in the Middle Rhine. Type that in the Search Box top left menu.
