Am I correct that if I drive Aachen to Ypres to Bruges to Aachen the toll charge is $76 ????

There is no toll road at all in Belgium so you don’t have to worry about that. There is only a (Liefkenshoek - €6 cash / €4,95 creditcard) toll tunnel north-west of Antwerp you will drive through in case you want to avoid the traffic jams on the Antwerp ring on the way from Bruges to Aken.

I'd say Rome2rio gave you a gas price estimate instead.

No tolls in Belgium (except the one already mentioned). Try https://www.viamichelin.com/
For Aachen to Ieper (Ypres) it gives:
Time: 02h51 (02h21 on motorways)
Distance: 270 km (239 km on motorways)
Costs: €24.60 (Consumption €24.60)
No idea where you are $76 from, no $ in any European country.
