SNCB now have the first three days in their journey planners and a line by line list of what is running on the home page of their website - in French and Dutch. Basically 70% of trains are running, including the majority of the EC and ECD trains to the Netherlands.

Yes. In Belgium train drivers have to confirm 72 hours in advance wether they will take part in a strike or not. There are 5 different unions and they all have their strikes at different times... So that means that most of the time there will be some trains running, and the railways are able to tell you that a few days ahead of time which ones.
