Belgian Museum Pass Available to Foreigners?

Has anyone been able to get the national Museum Pass as a foreign tourist? It looks like a great value if one is touring Belgium for weeks at a time, being valid for one year instead of the typical city passes limited to a few days.

Edited : Alas the website is only in Dutch or French so you have to translate, nevertheless that changes not much and afraid Kathy is right. And as the pass is personal you can't borrow one.

Wil, I should have included the translation in my first post. Here it is (via google translate):

"I live abroad. Can I buy a museum pass?
Anyone with a valid address in the European Union can buy a pass.

For online purchase, you must enter an address in Belgium for the order. You can therefore buy a museum pass in one of our participating museums.

It looks like a deal only for citizens, so I will look for other options.
