My daughter and I are staying in Vienna for 3 weeks, a little less with some day trips. Where is the best area to stay that would allow us to take mass transit and see the most of Vienna’s beauty and activities?

I stayed at Pension Suzanne for four nights in June. Affordable, surprisingly quiet. Close to everything. Around the corner from the Opera House, a block from the tram, two blocks from the subway, walking distance to major sights. https://www.pension-suzanne.at/en/
We also stayed at Pension Suzanne around 5 years ago; family of 4. I thought the location was excellent and the breakfast was good. We felt it was a good value and recommend it!
You cannot walk two blocks in Vienna without passing a public mode of transportation. Everything in the city is convenient so access to mass transit is a non-issue.
That said, there are prettier areas than others. I suggest districts 1, 3, 4, 6, 7, 8 and 9. The closer to the Ring, the better.
