We are currently in Garmisch and wanted to take a day trip to Austria. Is there anywhere to sled/tobbagan in the Innsbruck area?

Unfortunately I think you will find the sledding pretty non-existent due to a lack of snow and warm temperatures so far this year. I been watching the Bavarian/Austrian alps ski season reports pretty closely this year and the current snow report for Innsbruck Nordkette is only 10cm of snow at 1900m. GaP and other areas in Bavaria are even worse.
Even slopes that are making snow like Seefeld don't have enough to open their sledding runs: http://www.bergfex.com/seefeld-rosshuette/schneebericht/.
I'd recommend getting a nice winter hike to a hütte instead for some drinks and a snack.
