Is there one SIM card for these 4 countries? And can I order it prior to travel for delivery here in USA?

Just buy a pre-paid SIM card after your arrival. Make sure it does support roaming (voice and data), then it will work in all countries of the European Union. Check how much data you may download. If your mobile phone supports LTE (4th generation transmission standard) make sure that the SIM card supports it as well. Reloading of the SIM card must be possible online from everywhere, not only in the country you where have bought it.
