My wife and I will be traveling from the United States to Budapest, Prague, Frankfurt, and Vienna from March through April 2027. The decision to go to war in the Middle East has affected Europe greatly. We have traveled many times to various places in Europe in the past and always enjoy talking with people there. We are wondering if the people we are likely to meet and talk to hold American tourists responsible for the decision to go to war and the resulting negative consequences for Europe. Are we in more physical danger now? Are we likely to run into negativity towards us?
No, no and no.
Speaking for Vienna, if I may so, because I know the city best, there was not and is not any physical danger for US tourists.
I had been in the other cities you mentioned as well, and I would assume that is the case there, too.
People can distinguish between American citizens and their obnoxious leader who created all the mess, although there is a condescending attitude towards those who had voted for him. If you talk to locals and start a political discussion be prepared to hear their unfettered opinion.
Locals are much more annoyed by typical US tourists' behavior though, especially for being loud (in cafés and restaurants, in public transport, etc.). On YouTube you can find a lot of videos about the Don'ts in Vienna.

Really? In what way? I live here and it’s a topic, but “greatly” I haven’t noticed it. Please let me know what I have missed.

Likely? Not if you don’t bring it up. Like I said, people here are as fixated on it as some in the US are. AND, this you may find very shocking, Europeans don’t all think alike on this or any subject.

My experience in life is we generally bring upon ourselves what we want to bring upon ourselves.

It is much more likely that you get involved in a shooting incident at home.
