If my plane is scheduled to land at 1330 hrs, could I make the 1603 train? How does one get from airport to train station? If I buy a ticket online for the 1603 train, may I use it on a later train if I miss the 1603 train?

If you buy a full fare Flexpreis ticket, you will be able to use it on a later train. The train station is in the airport, follow the signs, the Railjet goes at 3 past the hour every hour, until 20:03. At other times there are IC trains that make more stops, some requiring a connection at Vienna Hbf (7 minute cross platform connection).
Click on "Core Area", Look for the train icon: http://www.viennaairport.com/en/passengers/airport/airport_map

Since there is no price advantage to buying ahead of time for a fully refundable ticket, might as well buy when you arrive. There may be a less expensive alternative to the Railjet, (like the IC train, or a connection via Vienna Hbf) with an earlier departure time. You can make that decision when you are at the ticket window with your luggage.
