Probably, but with some sort of testing, proof of vaccination, or both.

The EU is expected to make an announcement this week on non-essential travel from countries with low infection rates. I anticipate that should trends continue that there will be few restrictions by mid-summer. I've already booked 23 days in Europe (including Vienna) for Sep/Oct.
