I'm a woman going to this gala solo, and my main goal is to dance. Dancing into the new year in a waltz ball has been my wish for a quite long time. Would men in this gala ask women they don't know to dance or they will only dance with the partner they came with? I'm interested in Waltz, not the dance in their Disco lounge.
My guess is that you will get to know the people at your table. Perhaps see if you can land a spot on one of your tablemate's dance card. I also believe that many tourists attend this event, so there might be someone in the same situation as yourself.
I have attended a ball in the Rathaus (not this one) with (I think) the same organizers. I watched the dancers as I did not feel up to par. Be mindful of the dress code - full length is expected.

Actually, I'm more interested in dancing, not the dinner. Are there other new year eve waltz balls that do not include dinner? If it is just the ball, maybe it will be easier to find someone to dance?
Iβm sure people at other tables will be willing to dance. My point is that you will have a chance to socialize with people at your table over dinner, so thatβs your best shot.
I think there might be another ball at the Hofburg and one at Palais Ferstel. I think they are all similar to the one in the Rathaus.
