We are looking at two areas for hiking in late June - early July; Lech and Zell Am See. Which area is greener and has hikes near water (stream or lake). Generally easier hikes.
It is highly unlikely you’ll find anyone on this site who has been to both of these locations. I suggest asking on TripAdvisor.
For what it is worth Zell am See means Zell on the lake...

I've drove through Lech in early June a few years back. No hiking. Lech is at 1400m and the surrounding mountains looked pretty rugged to me. The road through Zürs from St. Anton has a few adventure spots. Lech is definitely ski orientated. I like the country around The Zeller See and have stayed in and around the region several times. The area is greener and probably has the easier hikes to choose from. More to do I think there too. Towns like Zürs practically close in the off seasons.
