From Salzburg to Switzerland....in late December

Looking for suggestions for departing Salzburg on Dec 30th into Switzerland. The issue is where to go for New Year's Eve/Day. (No need for a party scene as it is a mother-teenager trip).

Returning back to USA from Zurich on Jan 4th early so I likely should stay in the Lucerne area. Does anyone have suggestions of my itineraries?

1) salzburg ---> Lucerne as a home base for 4-5 nights for Jungfrau region
2) Salzburg---> somewhere in Bavaria?----> Lucerne
3) Salzburg-->Innsbruck-->Lucerne

Top priorities include 1) seeing small villages in Switzerland/Alps 2) perhaps car-free village 3) scenic train rides. We do not ski.

Luzern is worth staying in by itself. There's a lot to see and do there. But it's not a good base for the Jungfrau region. It's a 2-3 hour train ride each way just to Interlaken from Luzern. Thats not even counting going up the valley to see the mountains and villages.
