I plan to follow Rick Steves' suggested scenic route (210 miles, Route 145, Route 3, and S-5, mostly no freeway) and have some stops for scenic lookout, but no visit to town or sights. How long will it roughly take?

You did not specify which route you want to go between end of Route 145 and start of Route 3. Assuming that you will go via Route 1, i.e. avoiding freeways, it will be a drive of more than 6 hours. In my opinion this is a waste of time.
The only really scenic parts are between Hallstatt and Gmunden (about 30 miles) and between Melk and Krems (about 20 miles).
