The best deal in a cell phone for travelers is T-Mobile. Their $50 per month plan comes with unlimited data overseas and $.20 per minute country to country and local calls when you're in Europe. That's substantially cheaper than other voice plans on the market.

They've picked up 1 million + new customers since this plan came out.
T-Mobile is the cellular carrier for a number of European countries.

We recently were in Hungary and Czech Republic, and would get phone calls @ 3:30 a.m. It was our 2 1/2 year old granddaughter calling with her mother's cellphone on speed dial. She said we were gone "too much."

For Italy, TIM has a great new deal called TIM Welcome. For €30, you get a SIM card, 2 GB of data (4G speed where available), 200 minutes of calls either within Italy or to most international destinations (including the US), and €5 of credit for sending texts or making more calls. In Italy as in all of Europe, receiving calls is free.

If you want this kind of specific information for Austria and Germany, look at Prepaid GSM dot net. Here are their forums for Austria http://www.prepaidgsm.net/forum/forumdisplay.php?f=36 and Germany http://www.prepaidgsm.net/forum/forumdisplay.php?f=34. Be aware that discussions here can get very technical and jargon-filled, so don't be afraid to ask for clarification.
