Do you need an international driving permit in Austria to rent a car? We are leaving in a week and have train tickets from Vienna-Salzburg, but wanted a back up in case trains are not running.

I have never had to show an IDP to rent a car in Austria (I am American), but if the police stop you and you don't have one you'll be in trouble.
You shouldn't worry about the trains within Austria. There have been no disruptions to train service here. Between Vienna and Salzburg you also have two train options as well - Westbahn and OeBB. I'd take Westbahn - you just buy the ticket on the train and they have free wifi with trains running every hour.
